What is the best time to make an offer on Real Estate for Sale in Virginia Beach

Different areas in the country have different cycles for people moving in and out of the area. During the Summer is always the best time to have your real estate for sale, but it is not the best time to look for that bargain of a home in mint condition.
Hampton Roads is overwhelmingly a military area, which means young families with children in school. Starting your search in May until August means that you are competing with every family that is is being transfered in to the area. At the same time, people who have taken the time to plan the sale of their home will put the home up for sale during this time, so although this is not the best time to make an offer to buy a home in Virginia Beach, it is the time when you will find the best looking move-in ready homes.
What is the best time to make an offer on Real Estate for Sale in Virginia Beach or the Hampton Roads area.
From the middle of November through the middle of January is the best time to get the best price on a home. By this time homes have been sitting on the market with no end in sight, and the budget for keeping that extra home until the market picks up, start running out. Not every seller needs to sell, and I have seen vacant homes on the market for over a year or more.
During this time the best time to write an offer is between Christmas day and New Years day. Very few
House sad cryingpeople are out there looking at homes, and with the hope of starting the new year free of that "home for sale," sellers are eager and thankful for that offer.
When it comes to foreclosures the best time to get a bargain is when it has been on the market for a couple of months, and before the bank makes a major reduction to the price, as at that time you will find your self in a multi bid situation.
Short sales are not for everyone, and unless you are prepared to wait for months for a yes or no answer, I would avoid this transactions entirely. Yes, you can get a bargain, but also you may have missed the boat with the low interest rates that are available at this time.

The best time to make an offer on new construction is when the builder has run out of money. Too many homes for sale, might mean that the builders quarterly projections call to sell one at a discount. Builders are savvy business people so they plan accordingly to avoid finding themselves in this situation, but it happens, and although they may not lower their prices much the buyer can walk away with a lot of extra freebies.
Back on the market homes are a good strategy for finding good deals. The seller has probably found another home, and now the seller is in no situation to pay two mortgages.
Regardless of when you need to buy, the best thing that you can do before you buy a home is to plan. Find a good Realtor, pin down what is it that you want on a home, find the general area that you want to

I was reminded once again, why I am so persistent on recommending my buyers to buy Homeowners title insurance.
We are ready for closing tomorrow, it is one hour before the walk through, and I get the call from our attorney that we have a little snag, and we might not be able to close tomorrow.  The problem is an unreleased deed of trust dating back to 1987.  I have not heard of any one not being able to eventually follow the trail, and get the lien holder to get proof of payment, but now we have to deal with a delay in our closing.  If my buyers were having any doubts about the home this would be a perfect time for walking away.  Starting

I have been on the other side of this situation, and the buyer did walk away from the deal  at the
end of November, and I ended up holding on to that house until the market picked up again in March and sold for much less than the original contract.

Title insurance protects the home owner from any encumbrances, liens or title defects that stay with the home, even after is is sold several times.  When you purchase the home what you get to prove ownership is the title to the property. This title is then recorded at the city courthouse.  All liens against said property are also recorded at the courthouse.  For example,  when  a home owner has a judgment against him, that judgment can be recorded against the property.  When the homeowner sells the property this judgment has to be satisfied.

When the property is sold or refinanced again the research starts again by a new title researcher.  When this new title researcher finds the lien, the home owner's title insurer will indemnify the home owner who purchased it at the time of the initial purchase.  If he didn't buy title insurance, the original lien holder has to be found and they have to provide a certificate of payment.  This can take a couple of weeks or a couple of days.  If the lien has not been paid  and it is still attached, it must be paid at the time of closing.

Fannie Mae Incentives and Federal Income Tax Credit for home buyers in Chesapeake - Virginia

A 3.5% incentive is being offered for the purchase of a Fannie Mae-owned house. This is only for home buyers who close the purchase of a home between January 28 and April 30, 2010. Buyers of homes in Chesapeake Virginia will receive up to 3.5% of the final price for: City Hall Chesapeake Virginia

- Closing costs

- New Whirlpool appliances

- Or a mix of both. Up to a maximum of 3.5%

The offer must be accepted and the deal must close before May 1, 2010. These incentives only apply to owner-occupants.

Individual lenders may impose limitations, so ask your lender to make sure they are participating fully on the program.

On top of that Chesapeake home buyers and sellers must take advantage of the Federal Income Tax Credit, which runs through April 30, 2010 with a 60 day cushion after that date to complete closing.

Some details:

- $8,000 tax credit for first-time home buyers in Chesapeake -Virginia.
- $6,500 tax credit for existing home owners who have lived in their current residence for at least five years but want to relocate to a new primary residence.
